When Elmer Hall says "second civil", I am not sure what he references; a second lieutenant is a commissioned office in the Marines, so not really a civilian. WAVES are women volunteers in the U.S. Navy (Women Accepted for Volunteer Emergency Service) and BAMs are the Marine Corps equivalent (a crude acronym for Broad-Assed Marines).
